KATHMANDU, June 30: The government is all set to investigate NGOs working on HIV/AIDS prevention, care of drug abusers and prevention of HIV/AIDS among homosexual persons for allegedly misusing millions of rupees.
Following an instruction by the Commission for the Investigation of Abuse of Authority (CIAA), the Ministry of Federal Affairs and Local Development (MoFALD) on Wednesday wrote to all District Development Committees (DDCs) to monitor the activities of the NGOs and launch investigation.

The CIAA has asked several government agencies including the Ministry of Health, Social Welfare Council and District Administration Offices (DAOs) to carry out formal investigations into the NGOs and take action against those involved in wrongdoing, an official at the MoFALD told Republica.
In the complaint received by the CIAA, it has been claimed that the NGOs which are misusing funds have been receiving funds from donors such as the UNDP, UNICEF, and International Drug User Network among others, a press statement released by MoFALD said.
The MoFALD has written to all DDC offices across the country as the letter sent by the CIAA had not indicated names of specific NGOs and specific districts, MoFALD official said.
The MoFALD has asked all DDCs to submit a report after completing investigation of NGOs. DDCs will carry out investigations in close collaboration with the District Administration Offices, MoFALD official said.
“Directive from the CIAA based on ambiguous complaint has made it difficult to launch formal investigation,” he said, adding that all NGOs working on HIV/AIDs and homosexuality will face investigation.
