According to Sitaram Koirala, the education officer of KMC, the decision comes in response to complaints about the discipline in-charge creating fear, psychological distress among young students. They are also accused of having a negative impact, including the infliction of physical punishment on students.

The metropolis said the decision was taken to foster a student-friendly learning environment and has officially communicated to schools not to appoint discipline in-charges. Additionally, on Friday last week, the metropolis asked schools not to compel students to purchase extra uniforms under the guise of festivals.
