Earlier, Deuba had declined to take oath of office and secrecy as the statement issued by the Office of President did not mention anything about Article 76(5) of the new constitution. The statement had only referred to the mandamus of the Supreme Court to appoint Deuba as new prime minister of the country.

President Bhandari also administered oath of office and secrecy to four ministers of the Deuba-led cabinet. Those receiving oath of office and secrecy as ministers include Bal Krishna Khand (Home), Gyanendra Bahadur Karki (Law), Janardan Sharma (Finance) and Pampha Bhusal (Energy).
