After the Nepali Congress gave him a ticket, he resigned from the post of teacher of Bhanudaya Secondary School and became a candidate for the House of Representatives. He was elected from Bajura in the first Constituent Assembly election. During the armed conflict, he was abducted by the then rebel Maoists in 2058 BS and was kept in their captivity for 82 days.

Expressing gratitude to the Prime Minister and party president Sher Bahadur Deuba for giving him the responsibility of the province chief, Joshi said, "I am committed to conduct and behave in a manner befitting the post. I am confident that I will get support from everyone while working for the development of the province."
