KATHMANDU, Sept 8: Prime Minister Pushpa Kamal Dahal has urged all the civil servants to focus on the process of transforming the existing public administration into a three-tire administration as per the new federal setup as transforming the administation in haste may inivite further complications in the future.
Speaking at a function organized by the Ministry of General Administration on Wednesday to mark the Civil Servant Day 2016, Prime Minister Dahal said that transforming the existing public administration to suit the federal system was a challenging task and it would not been possible without cooperation from civil servants. "So, I use this occasion to request all the civil servants to focus on the task of transforming public administration and bureaucracy effectively," he said.
He also said that the civil servants have now the major responsibility of implementing of the new constitution. "It might invite complications if the government is not able to tranform the existing administration effectively. So, I ask all the civil servants to be serious about the task," he added.
On Tuesday, Prime Minister Dahal had asked Chief Secretary Som Lal Subedi to immediately prepare a clear roadmap for adjusting public administration to the federal system effectively. At the function, the prime minister also stressed the need for formulating a clear roadmap as soon as possible.

Likewise, Chief Secretary Subedi asked all the civil servants to make the service delivery more effectively along with focusing on the task of transforming the administration. He said that there is still a huge dissatisfaction among the general public regarding the slow delivery of government services.
Similarly, Minister for General Administration Keshav Kumar Budathoki said that the ministry is making preparations to make the performance appraisal system of civil servants more scientific and outstanding performers will be rewarded.
He also said that he would take initiatives to make the process of transferring civil servants more flexible for married couples and disabled officers.
Chairman of Public Service Commission Umesh Prasad Mainali, Chairman of High-Level Administration Reform Monitoring Committee Kashi Raj Dahal and former chief secretaries, among others were also present at the meeting.
At the function, the government also awarded 41 government officers for 'best performance'. Secretary at the Ministry of Finance Shanta Raj Subedi was honored with "Best among the Best Civil Service Award'. The award carries a purse of Rs 200,000 and a letter of appreciation.
Right after being awarded, Secretary Subedi announced that he will donate the award money to the government for earthquake reconstruction.
Likewise, the government also honored 10 civil servants with 'Best Civil Service Award' while 30 with the 'Civil Service Award.'
