KATHMANDU, March 5: The session of the Federal Parliament has begun from Monday. The meetings of both the House of Representatives and National Assembly have started simultaneously. Mahantha Thakur chaired the meeting as a senior member. The Constitution of Nepal has provisioned a bicameral assembly – House of Representatives and National Assembly.
The elections for the House of Representatives were held on November 26 and December 6 while the elections for the National Assembly were held on February 7. The lawmakers of both the houses took the oath of office and secrecy on Sunday.
Second session of federal parliament begins today
The House of Representatives has 275 members comprising directly elected 165 lawmakers and 110 through the proportional representation system. The House of Representatives has 275 members comprising directly elected 165 lawmakers and 110 through the proportional representation system.
Similarly, Upper House of Representatives (National Assembly) has 59 members which include 56 members (eight each representing seven provinces) while three will be nominated by the President in the recommendation of the government.
According to the provision, the Federal Parliament will have to elect speakers and deputy speakers to both the lower and upper houses within 15 days of the first meeting of theParliament. A proposal has been drafted to this effect taking the consent of the political parties.
Likewise, Parliament Secretariat has set March 11 for Prime Minister KP Sharma Oli to garner vote of confidence. The prime minister has to secure the vote of confidence within 30 days of his/her appointment in accordance with the provision.
