KATHMANDU, March 19: Prem Suwal, the Member of Parliament from Nepal Workers and Peasants Party (NWPP) has asked if the House of Representatives ( HoR) was a parliament or a club.


He asked this question during the discussion of whether to withdraw the notice of opposition to the 'Bill to amend the Constitutional Council (Works, Duties, Rights and Procedures) Act, 2066'.

Speaker Devraj Ghimire had given MP Suwal time to decide whether to withdraw his protest notice. However, Suwal raised the issue of people's livelihood including farmers not getting fertilizers. Then Speaker Ghimire asked him to focus on the issue.


In response, MP Suwal was adamant. “Be a representative of the people. There is no point in electing the Prime Minister from Parliament if the people are not heard.”


"The farmers are not getting fertilizers," MP Suwal said to the speaker, "The speaker cannot interrupt while [a member is] speaking." What is this? Parliament or a club. If it were a club, you had to bring club stuff, sing songs, dance and sing. Otherwise, the rules of parliament have to be followed.”
